web: project states plan/build/review/launch/archived everywhere (old freeze/fixes-only/accepted removed)

Found while answering Oliver (2026-10-29, 'what does the blue dot mean'): the web still knows the project states from before 2026-10-27 — web/js/app.js STATE_LABELS has freeze, fixes-only, accepted; web/css/app.css has .state-dot-freeze/-fixes-only/-accepted; plan, review and launch have no label or colour. The contract (§6.1 'State') has plan, build, review, launch, archived.
- Labels and dot colours for exactly the five states (a colour per state, readable in both themes), everywhere a state shows (switcher, header, project pages, admin, fixtures).
- Remove the old names, their CSS and any mapping (alpha rule).
- Check the fixture hub and the smoke for old state values.
- Optional, Oliver to decide: a short word next to the dot instead of the dot alone.
