CLI: remove the dead client_outdated handling

#613 removed CLI_MINIMUM and client_outdated from the hub (context/routing.md:29). The CLI still handles the code: cli/src/maity/cli.py:4522, test cli/tests/test_namespace.py:67. Remove the handling and its test; no compatibility layer (alpha).
