web + hub: the project overview links the contract, and renders it read-only

From oliver (chat seq 6835): the overview should at least link the contract (docs/api.md), better show it rendered inside Maity. Earlier decision (req-p00ykfz73h3r): the contract lives in Git, and Maity only reads it.
Step 1 (web, small): a 'Contract' link in the overview's project facts → the file on the forge at the default branch (repository.url + docs path), plus the KTW dashboard link next to it.
Step 2 (hub + web): a read-only rendered view inside Maity. The hub already reads one section per contract card through the probe (GET …/tasks/{id}/contract, §6.8). Extend it to the whole file with a table of contents and section anchors, cached by ETag, with size limits as in §11. The path is a project setting (default docs/api.md) set by project:admin. Needs a small contract change by A (the endpoint and the setting) before the hub part.
D takes step 1 now; A writes the contract for step 2.
