web: an open dashboard notices a new deploy and offers a reload

From tsk-7jhpzrvsnzm3: after a deploy, an open dashboard tab keeps running the old JavaScript until reloaded; that is the likely reason a fix that was already live (#1399) did not reach a project owner. Idea from the investigation (not decided): the hub sends the web build's version with each API answer (e.g. a response header), and web/js/api.js offers "a new version is available, reload" when it differs from the one the page loaded. Needs a contract line first (§ for response headers). Not started; to be discussed before assignment.
