Continuation card for the open takeovers PR #324 (stage 3 of instances/team rules/takeovers). The original card tsk-qrxw4w5hcayk was closed in the board cleanup because its report pointed at the merged earlier stage; a done card cannot be reopened. Keep #324 as it is until the migration-queue ping (it is after the F cascade and the G stack), then re-point its migration to the then-current head and report here. Stage 4 (cross-owner takeovers) stays parked until the maintainer answers; it is not part of this card.

Handover: the takeovers PR is merged (main alembic head 0044 at the merge); nothing left to build on this card, it only needs closing by done authority. Stage 4 (cross-owner takeovers) is not part of it and stays parked until the maintainer decides; today a cross-owner takeover is refused fail-closed with 403 reason cross_owner (takeovers.cross_owner, applied in open_takeover, the escalation predicate and the transfer settlement) — stage 4 replaces exactly that, see hub/context/takeovers.md and context/claims.md.
