hub: a new report reaches the instance admin by mail and as an inbox request

Oliver's decision 2026-11-04 (req-qxjd85y7b4p0, his words): "per email mal beim user, an admin per mail und per inbox weil wir müssen das bearbeiten und prüfen".

Today (KTW 3d31dece, f0b94c9e in hub/context/reports.md), the instance admin learns about a report, and the affected account learns about a measure, through an account record plus mail.

Change:

• The affected account: stays as today (mail).
• The instance admin: mail as today, plus a personal inbox request (requests without a project already exist, §7, §6.26). It stays open until the report is handled.

Order: contract first (§7 / the reports section, plus the KTW entries, the old "a request belongs to a project" reason is out of date), then Hub, then Web if the inbox needs a new kind. Plan to the lead before the first push.
