web: pseudo catalog run proves the texts are in the catalog

Part of tsk-ya56x9gx986r: the proof that the texts are in the catalog. make pseudo (web/tools/pseudo_run.py) opens every route tools/smoke.js visits in headless Chromium over the fixtures, with a pseudo catalog generated for the run, and lists what carries no mark, by the file that holds the words.

Today: 142 routes, 16396 marked texts, 262 outside the catalog, 0 broken pages. Most of the 262 are real; part are fixtures or composed lines.
A report for now: CI's web-e2e keeps pseudo-report.json among the screenshots and does not fail. --strict comes with the last language's PR.
Limits: it sees a page as it opens, not what only a click shows. It is proof beside the review of a translation, not instead of it.
It runs over fixtures rather than inside tools/e2e.py: those steps look for English words and reach far fewer pages (web/context/rendering.md).

Also: P3 from #1131 (the agents' language starts at the page's until chosen), P3 from #1129 (fragment no longer says the limit rose).
