deploy: publish the hub image and the Helm chart for the first time

From TASKS.md, removed in #1065, marked for the maintainer. First push of the hub image via publish-image (a v* tag or a manual run), then the chart can default image.repository. Publishing the chart was still open. Not checked whether the first image push has happened.
