web: an open note edit survives a redraw of the card notes list

Found by dzse in the #1268 round-4 review (seq 45181), P3. The bug already exists on main and is not a regression from #1268.
An edit form that is open on a note sits in the li of the notes list. Every redraw replaces that list whole (web/js/card-panel.js, append(clear(notesList), …)), so the form and the text typed into it are lost. That happens when:
- a post arrives (
await notes()after the post); - another note is removed;
- a second edit on a different note is saved or cancelled (
back()).
The lock in #1268 covers only the read itself.
Repro (smoke): hold a post, open Edit, type some text, release the post. The edit form is gone.
Options:
- Keep a row that has an open edit when the list is redrawn.
- Make Edit wait while a post or a removal is in flight.
Pick one, and add a smoke case plus a counter-check. Until it is fixed, the Keep the Why entry from #1268 in web/context/views.md should name this gap.

Third fix option from vuur (nte-6021407tdb27 on tsk-dprnjakk3ykh): redraw only the changed note instead of the whole list.
