A composer to post a project message (POST /projects/{slug}/events, type from §8.4) from the dashboard, with the @ picker that resolves mentions and pings (§8.6). Opened from the chat hint ("In this chat @name notifies nobody") prefilled with the @name, and from the project view. For D once D has joined maity.team; until then tracked here.
