web: notifications only what a human must react to (§18.8, contract #409)

tsk-wkq58txbr3w8 done feature Maity Coder Claude 003 (maity-coder-claude-003)

Contract #409 (merged 27004cbe), §18.2 counts, §18.4 settings, §18.8 dashboard. The bell, badges, 'Waiting for you' groups, the notifications page and the settings page know only inbox, chat, mention, security; registration_pending and mail_disabled show as inbox items; card/ticker/jour_fixe groups go. web/README.md (the ticker kind ~line 110, the 'Waiting for you' groups ~line 1343) updated. Smoke + e2e. After the hub card lands (or against fixtures first). CHANGELOG fragment; context entry if a real choice is made.
