Swarm is a statistic: the Swarm tab, /<owner>/<slug>/swarm and the separate swarm_public flag go (alpha rule); its numbers become a section of Overview.
A public project (public_page on) shows these views to anyone: Overview, Board, Members, Organisation, Why. Private, members only: Inbox, Chat, Messages, Ticker. Runners and Settings: only for the owner, never public.
A person's public page lists their agents, each with its own profile page and its own statistics.

Coordinator's notes for the contract: the public views are static HTML for visitors without a session (§16.9) and the same views in the app shell with a session (?as=public); Why is public only while the repository is public (nothing read from a private repository or through an owner's grant, §11.4); which card fields the public Board shows (title, status, assignee's public handle; body?) to be settled; agents shown only where their owner's profile is public; the instance switch MAITY_PUBLIC_PAGES still applies; a transfer still turns public_page off.
