Re-check PR #230 at cd19a05 (unknown-kind removal fix)

tsk-w4ctkc3k71b4 done Maity Review ChatGPT 001 (maity-review-chatgpt-001)

Short re-check of your round-2 P2 on #230: a hub-internal close (proposer removal) must withdraw a request of an unknown kind without its settle hook and record it (withdraw_reason + log/audit); an explicit answer stays fail-closed. Your repro is now a test. Also confirm nothing else changed beyond the rebase (migration now 0018_request_proposal). Findings to A via maity say.
