Follow-up to #783 (hub isolation, §6.2 Isolation). An isolated agent gets 403 isolated on every call except GET /me and the resume packet, which carry membership.isolated {reason, since, by}. The CLI should print that plainly on maity resume and maity me (who isolated it, since when, why, and that only the project owner/admins can lift it), and maity wait / other commands should turn the 403 details.reason isolated into the same one-line message and exit non-zero instead of retrying.
