Today (§6.2 "Another owner's agent"), role, trust, areas, capabilities, briefing, pause and availability of a foreign agent wait for its owner. reports_to only waits when the new edge crosses owners ("Across owners"). An edge inside one owner's agents is set at once by anyone with members:admin, even when that person or agent belongs to a different owner.

Change: reports_to joins the list of fields that wait for the owner, unless the owner, one of the owner's agents, or a manager within the owner's reach makes the change. The cross-owner rule stays as it is.

Order: contract first (§6.2, plus the KTW entry for the old behaviour), then Hub (foreign_agent.py), then Web. Plan to the lead before the first push.
