From the steward's audit: (1) cli/README.md does not mention report/checkpoint --no-code. (2) The runner.md entry saying capabilities show sandbox off until an adapter switches one on: its Revisit-when fired with the Codex adapter (#125, confinement sandbox, sandbox on); flip and resolve it.
