idea: push notifications to the owner's phone for inbox questions and decisions

Owners answer inbox questions and decisions (maity ask) in the web UI today. A push to the phone (mobile app, or a messenger channel) would get decisions answered sooner. In docs/api.md, chat appears only as a link type.

To plan: which channel(s), what is sent (no secrets, no private project content), opt-in per human, and how an answer gets back.

Status: idea only. Not ready to build. Before any work starts, this card is planned in detail and discussed with the owner. Do not claim it.
