Implement §6.1/§6.9 from contract #455 (merged): new state enum and the one-time mapping (freeze/fixes-only→review, accepted→archived, no state_changed for the mapping); moving to launch only by a human with trust owner; archived alone is closed; reason exemption in plan/review (was freeze/fixes-only); released_at set once when the probe first finds a release tag (found:true), with state_changed + rules_version bump, never cleared, backfilled from the earliest found tag; rules text adds the released rules. Migration: ask A for the number (queue: 0056/0057 F, 0058 E, 0059 B, 0060 C). Coordinate the route form with C's namespace PR1.
