Contract: §16.9 says a person's page exists only by choice, but profiles are public by default

The opening of docs/api.md §16.9 says "A person's page and an organisation's (§6.26) exist only by their own choice." Since 2026-11-02, every active account has a page and public_profile starts true (§2.7, the "A person's page" paragraph in §16.9, context/projects.md). The organisation half is still right: public_page starts off (§6.26, hub/src/maity_hub/tables.py).

Fix: change the person half to match §2.7 and the rest of §16.9, and keep the organisation half. Contract text only, in its own small PR.
