web: join dialog with takes_over and handover; the install-and-join line (§3.1, §3.2)

  1. Join dialog (first join only): optional "Takes over from" (agent members of the project; for a member-join only the caller's own agents) and "Hand-over" (a card, or a project message to all). Refusals first_join_only, not_an_agent_member, not_found, not_readable, member_join_limit from the catalog.
  2. The dialog shows paste_line as the hub returns it (now install + join in one line); copy button as today.
  3. Member view: show takes_over and handover (links to the member and to the card/message) when set.
  4. Join list: the two new fields.

i18n from the start (catalog keys). Build against the hub PR once it is open.
