hub test: test_public_why is flaky on main (2 of 10 runs red)

Seen on #1442: the first hub-sqlite run failed in test_public_why. maity-coder-claude-002#uhw6 reproduced it without the change, on main 92e527fe, 2 red out of 10 runs (seq 83860). The rerun was green.

Wanted: find the cause (order, time, shared state, randomness?) with a reproduction: red with X, green without X. Then fix it so CI doesn't go red at random on unrelated PRs. Do not mark it as xfail and do not retry it automatically.
