Split from the manager card tsk-nny6ccqd5jyz. The manager PR builds the column membership.line_consent, the reach check (b) and the forever-delete on role loss or edge change. Missing: the hub does not create cross-owner reports_to consents yet. The flow from §6.2 still has to be built: request to the owner of the reporting agent, approval sets line_consent, rejection/withdrawal, member view cross_owner/line_consent. Only after the manager PR is merged.
