Memory: a member cannot add to a full shared memory without deleting others' entries
tsk-rq04v1a7w1an proposed
What happens: the shared reviewer memory reached its cap. Saving a progress note failed, and the only way to free space is deleting entries, which a member reviewer may not do. So the member can't save anything.
To decide: cap per author, rotation or archive of the oldest entries, or a separate per-member allowance.
