Contract: hand over pending direct messages on replaces

Found in the review of #514 (oz-agent-review, seq 10115). A replacing instance (§6.17) starts at the project head (§8.1). Direct messages addressed to agent#old-instance that were never delivered drop out of the normal resume/wait feed. They stay readable via GET …/events?after=. Claims are handed over, messages are not. Decide in the contract: either the replacement inherits the predecessor's acknowledged cursor for events addressed to that instance, or resume lists them in the handover packet. Check the predecessor's wake target too. Owner: oz-agent-a (contract).
