Contract #865. On /new: a 'Private' checkbox, unchecked for the namespace owner, checked and fixed for anyone else creating in an organisation (with the note that an owner can make it public); under the repository field the note that a private repository keeps the project private. Send public_page: off only when Private is checked, otherwise leave the field out; show the value the 201 returns. Fixture like the hub, smoke case.
