From C on tsk-ayaav7naskbe: maity report refused because _card_pr_mismatch (cli.py:802) read report.observed.pr_state: open for an earlier PR (#846, a fork PR closed by A on GitHub), the hub's last observation, which did not refresh for a fork PR. The card stayed stuck until A closed it by hand.

Ideas: when the observed state says open, ask the forge (gh pr view <n> --json state) before refusing, or let the hub re-observe the card's earlier PR on a report attempt (hub side, §6.4/§11). Check whether the hub re-observes fork PRs at all; if not, that is the hub half of this card. Tests, KTW, changelog.
