hub: test_it_is_computed_once_an_hour fails between 23:00 and 00:00 UTC (the +1 h clock crosses the day boundary)

hub/tests/test_statistics.py::test_it_is_computed_once_an_hour (from #355) creates a card, reads the statistics, moves the clock by 1 h + 1 s and asserts fresh["days"][0]["cards_created"] >= 1. Run between 23:00 and 00:00 UTC the moved clock is on the next day, days[0] is that new day with 0 cards, and the assertion fails (seen on PR278's hub-sqlite job at 23:15 UTC, run 40239706639). Fix the test so it does not depend on the time of day: anchor the clock source at a fixed instant before creating the card (e.g. 12:00 UTC of a fixed date) so the +1 h stays within the day, or assert on the day that contains the card's creation. No product change. changelog fragment; context/ only if a decision is involved (rule 10). Small, ahead of the queue.
