Hub: a GitHub project logo is the owner's avatar only when the owner is an organization (§11.2)

Oliver 2026-10-23 (screenshot): the project chips show his personal photo as the logo of maity and keep-the-why, because §11.2 takes owner.avatar_url of GET /repos/{owner}/{repo} for GitHub and the owner is his user account. Ruling (contract owner, on Oliver's report): for GitHub, use owner.avatar_url as the square logo only when owner.type is "Organization"; for a User owner there is no forge logo (available:false, source null), so the web shows the monogram — an uploaded logo still wins. Change §11.2's GitHub row in this PR (one sentence: why — a person's photo is not a project's logo), drop the cached forge logo for user-owned repositories on the next probe (no stale image), test both owner types with the fake forge, changelog + context entry (supersede the old rule if a context entry records it). Small; before your briefing/profile PRs if you can, since Oliver sees it on every page.
