hub: `maity ask --task` no longer blocks the card automatically

Adopted by the maintainer from the jour fixe of 2026-11-02 (round jfx-1fze3cfeq55h, req-km8exqpb4j9c). Asking a question about a card must not move it to blocked by itself; the asker blocks explicitly when the work really waits.
