web: long pages (profile, settings) open scrolled to the middle instead of the top

Bug, reported by the maintainer on 2026-11-05: on longer pages such as the profile or the settings, the page does not start at the top when opened, but somewhere in the middle.
- Reproduce first, with the cause shown at file:line: for example, a scroll position carried over from the previous view, or a focus() or scrollIntoView() on an element further down. Check desktop and phone width.
- Fix: navigating to a page starts at the top. Exceptions only where intended (e.g. an anchor in the URL, or going back to the previous position with the browser's back button). Name each exception in the PR.
- e2e case: open a long page after scrolling another page down, and assert scrollY is 0. It must be red without the fix.

Not a bug: the maintainer opened settings through a link to an anchor further down the page, so the page started at that anchor as intended (2026-11-05). Cancelled by the lead.
