cli: bump to 0.1.0a4 for the next PyPI release

PyPI has 0.1.0a2; main says 0.1.0a3, and machines already carry an older build under that same number (it lacks commands main has). Bump cli/pyproject.toml and cli/src/maity/_init_.py to 0.1.0a4 so 'pipx upgrade' moves them. Only the version and its changelog fragment. The lead tags cli-v0.1.0a4 once it is on main with ci green.
