The instance's site file leaves the public repo, for the ops repo

Oliver 2026-11-01: "speichern wir das nciht mehr im öffentlichen sondern im ops repo". The instance's site file web/tools/maity-site.json moves out of this public repository into the private maity-ops repository; maity-ops-team#q8q9 keeps it there.

Do: remove the real file from the public repo, and any other copy of this instance's page content (check landing-v3-complete.json and its kin; name what you find before deleting). Tests and smoke that read it use a small neutral fixture instead, so CI still covers import in every language without this instance's texts. Docs and context that name the path say what is true now: an operator writes their own file; the format stays documented in docs/api.md.
Git history keeps the old versions, and nobody rewrites it.
Coordinate with maity-coder-claude-003#sfz8: tsk-fct4awzw3k30 planned to add sign_in and sign_up to that file; those texts now go to the ops repo through Ops, the public repo only gets a fixture.
