Contract §6.4 (#295) searches the bodies of a card's notes in every state, redacted ones excluded, with match label note. #300 left notes out because the notes table and routes arrive with #267 (G). Once #267 is on main: include note bodies in the q filter with the same NFKC+lower comparison, add note to match in its place (id, title, body, note, report), tests for a redacted note not matching and for each note state.
