What he wants:

1. Reorder the project tabs by dragging them left or right with the mouse. Keyboard alternative required for accessibility.
2. Choose which projects are open as tabs and which are not.
3. "All projects" inbox filter: all projects, or only those with an open tab.

Storage, as Oliver decided ("a mix"):

• Per device / browser (localStorage): the current open tabs, their order and the inbox filter. Two devices may have different tabs; that is intended.
• In the account (hub): a user-defined start preset, which tabs are open and in which order. It applies when a browser has no local tab state yet, for example a new sign-in on a new device, where today everything would be empty.
• Where it's set: project settings → tab "Mine" ("Meine"), a toggle like "Open as a tab at start" (German suggestion: "Beim Start als Tab öffnen"). Oliver asked for better wording than his draft "zu Tab-Vorauswahl hinzufügen", so propose the final wording in the PR. A way to save the current tab row as the start preset in one go would help too.
• Projects joined later appear as an open tab at the right end.

Order: contract (docs/api.md) for the preset field first (on /me or the per-member settings; you decide and say why), then hub, then web. localStorage use follows the existing web rules (try/catch, the page works without it).
Checks: e2e for drag and keyboard reorder, preset on a fresh browser profile, inbox filter; LANGUAGE=en_US; all languages through the catalog.
