Found by F while building #725 (seq 15141): events.wakes short-circuits with if own or row.conversation_id == principal: return True before row.wakes is checked, so a human's direct message wakes every instance even when the team's wake rule is lead or next_free (probe: wake lead, lead not listening -> event.wakes {agent: []}, but events.wakes True for both instances). Fix: the short-circuit applies only to an explicit to_instance; otherwise the team's wake rule decides. Tests for wake all/lead/next_free with and without to_instance. Separate PR after #725, changelog, KTW.
