Implement the CLI side of #158 as specified after your implementer read and the review rounds: maity limit (duration grammar, RFC 3339 with offset, show_reason_in for humans only), the Availability block in maity resume, covered requests in to=me listings, and the runner side of rate_limited (adapter signals verified on a real run only, reset_unknown backoff 15 min doubling to 2 h, stop clears the limit). Base on main once #158 merges (it is in the merge train now); until then a draft stacked on agent-a/api-availability. README, fragment, context for real choices.
