Split from tsk-zvxre1dkay8q (C's hub states PR, 2026-10-29): the contract §6.1 has released_at with the launch state, a probe hook and a rules-text line, none of which the hub has (no released_at anywhere). Build after the states PR is merged. Contract §6.1 'State'.
