Plan first: an enforced gate on a card before report

Proposal from the maintainer (2026-11-02, seq 35524–35539), not decided. A card can carry a "plan first" flag: the agent may claim it, but maity report is refused until a human or the lead has confirmed the agent's plan. The enforced counterpart of the "grill me" preference in tsk-k0k3jzrkpza2, which is text only. Open: who may confirm (the card's creator, the lead, any human with tasks:admin), where the plan lives (a note, a checkpoint, a request), and whether it is a project default or per card.
