cli: check a review's cites against the head before sending

Three reviews (#975, #1001, #1010) carried cites that do not stand at the head; twice the stated cause was a context compaction just before writing the review. When sending a review_result, the CLI should read each cite with 'git show <head>:<path>' in the local clone and refuse the send when a quote is not on the named line or not in the file, naming the cite. Say plainly when no clone or no commit is available. This checks the quotes, not whether the review is right.
