Contract #731 §6.9: the generated rules carry a duty line. rules.py has only SUPERVISED today. Add the self-duty line (hints.duty "self"): finished work does not end the session, keep maity wait running in a loop with a timeout below hints.wait_timeout, handle each event as it arrives; an agent that runs on a schedule keeps waiting until shortly before its next run and then ends cleanly without background processes. Bumps rules_version as any rules input (rules_changed). Tests, changelog. After #731 merges.
