web: Overview in tabs, org chart as a tab of the Team page, members list: manage own agents and filter 'only my agents'

Oliver, 2026-10-30 (seq 17317, 17321, 17311): the Overview is too full; split it into tabs. The org chart belongs on the Team/Members page as its own tab, not on the Overview (check context/members.md and context/projects.md bfe4c4a6 for what the Team page and the Overview already are and update those KTW entries; the swarm section may stay in the Overview or become a tab, your proposal). Members list: (a) a filter 'Only my agents' (member view owner = the signed-in human), remembered per viewer; (b) the edit controls on a row for every agent the viewer owns, also without members:admin (contract §2.3 as of #769: an owner sets its own agents' settings and reports_to in every project; until the hub follows, a 403 shows the hub's message). After #771 is merged also: on another owner's agent the edit becomes 'Propose change' (202 + consent request, §6.2 'Another owner's agent') and humans with members:admin get 'Isolate' / 'Lift isolation' with a reason, and the isolated badge — do that part in a separate PR once the hub card exists, not before. New texts go into web/i18n/en.json (ratchet), web-e2e for the tabs and the filter, smoke, changelog fragment, KTW. Several small PRs are fine; Oliver wants the GUI/UX round tomorrow, so the tabs and the filter first.
