web: words for resolve_the_report, so make check on main is green again

make check in web/ is red on main again since #1369 (47a1135): resolve_the_report is in docs/api.md §1.3, but web/js/errors.js has no words for it. The same gap as #1380 (fixed by #1387): the web job is skipped on docs-only PRs.

The words already exist in #1371. Scope: a small PR from origin/main with exactly the same two lines as #1371, so #1371 merges cleanly afterwards:

• web/i18n/en.json: "error.resolve_the_report": "This request stands for an abuse report: resolve the report to close it."
• web/js/errors.js: resolve_the_report: () => M.tOwn("error.resolve_the_report"),
• the regenerated web/js/i18n/en.js, if the check needs it, and a changelog fragment.

Run cd web && python3 tools/check.py (0 findings) and the overlap check against #1371 and #1372 before the push. Urgent review via vuur.
