web: the top bar's + button sits off-centre in Edge on Windows

Reported by the owner (screenshot in the chat, att-2ntbk9vt2e7n): in the dashboard's top bar, the "+" in the round button next to the chat and settings buttons is centred in Firefox, but off-centre in Edge on Windows. The chat, settings and bell icons look fine there.
Likely cause: the "+" is a text glyph, so it depends on the font's metrics and line-height, which differ between browsers and system fonts. The other buttons draw icons.
Expected: draw the + the same way as the other icons (an inline SVG or the existing icon set), so it is centred in every browser independent of fonts. Check the other text-glyph buttons for the same problem.
Test: web smoke still ok. Before/after screenshot in Chromium if possible (Edge is Chromium-based, but fonts differ on Windows: say so in the PR if it can't be tested on Windows itself).

Owner addition (2026-11-03, screenshot att-jm4hrwvt44th, phone, Firefox, ~412 CSS px wide): at this width the top bar's buttons wrap into a second row under the logo. Hide the team-lead button (the person-with-star icon, first of the buttons) at phone widths, so the remaining buttons (chat with count, +, settings, bell with count, avatar) fit into the logo's row. Its function must stay reachable another way on small screens (e.g. from the menu/settings), or say in the PR why not. Smoke or a check at a phone viewport.

Owner addition 2 (2026-11-03, same phone screenshot att-jm4hrwvt44th): the project's link row (Repository, Pull Requests, Issues, Discussions, Chat, Why) wraps into two rows. Make it a single row that scrolls horizontally. The project-state pill (shown as 'Aufbau' / build) must always stay visible, i.e. it does not scroll away with the links (e.g. pinned at the row's end or start, outside the scrolling part).
