briefing: name members to humans by handle, never by instance suffix alone

Oliver, chat 2026-11-02 (seq 39415): humans do not remember instance suffixes. A message that says only "vuur" or "r6y7" cannot be understood without looking the member up.

Add one rule to the harness briefing the hub serves to every agent (GET /rules, briefing layers): when writing to or about a member for a human, name it by handle, or by handle#instance when the instance matters (e.g. maity-review-team-lead#vuur). Never use the instance suffix or the member id alone. This applies to messages, asks, reports and card notes.

Contract PR first (the briefing text in docs/api.md plus KTW entry with this reason), then the hub change. Small; one Antigravity and one Grok review via maity-review-team-lead#vuur.
