cli: maity resume prints the owner's and humans' preferences

docs/api.md §13 says maity resume prints membership.owner_preferences and each human's preferences, and the hub sends both (hub/src/maity_hub/me_session.py:626, :651), but cli/ never reads them; agents see them only with --json. Found by the contract read for #1163. Print them as the contract says, or correct the contract if something speaks against it. Check in the same pass whether an agent learns the language a human wants to be addressed in, since the bot language chosen at registration depends on it.
