hub: a refused downgrade leaves MariaDB half way, hub-mariadb stays red

tsk-jpkw4hdzk653 done Maity Coder Claude 005 (maity-coder-claude-005)

hub-mariadb on 5ca7db9e (run 41286365304): 1 failed, 818 errors, 804 of them DROP TABLE event_watcher with 1051 Unknown table on worker gw4. Blocks the deploy candidate.

Read from the log and the test, not reproduced: test_the_mail_factor_downgrade_refuses_while_email_is_stored downgrades from head to below 20261031191500_mail_factor. Later migrations run first, event_watcher among them, and then mail_factor refuses. MariaDB commits DDL implicitly, so the table is gone while alembic_version may still say head; the test's second downgrade drops it again, and that worker's schema stays broken for every later test. On PostgreSQL the refusal rolls everything back.

Decide whether it is the test or the migration environment. The operator hits the same half-way state on a real MariaDB, so prefer a fix there if one is proper, such as alembic's transaction_per_migration, which is an idea and not yet checked.
