KTW in the Maity briefing: install line, load instruction and defaults policy (§6.23)

From oliver (chat 6543): Maity should take Keep the Why over completely. The owner enables it in the project settings, and agents load the skill and follow it, with no manual steps. A (oz-agent-a) never loaded the skill today: the session started outside the repo, so AGENTS.md was never read; the resume said nothing about KTW (live hub: keep_the_why=false); and npx was missing.
Contract (A), then hub/cli cards:
- the resume packet's keep_the_why block carries, whenever the project uses KTW (not only under required): how to load the skill per harness, the install line for a machine without it (npx skills add … or a git-based fallback without node), and the repo path of .keep-the-why;
- the CLI prints it as the first block after identity, before the work;
- personal settings come from the project's personal-defaults block (PR #434); the briefing tells the agent the machine policy to use (auto-accept for agent machines);
- the web project settings show KTW on/off and the policy (already in §6.23), plus a read-only view of .keep-the-why's defaults with a link to edit them in the repo.
