Chat no longer ends at the bottom edge of the window (regression)

Owner report (2026-11-03, late evening): the chat view (the conversation with the lead, in the dashboard) no longer ends cleanly at the bottom edge of the window, as it did before. The composer and message list should fill the viewport height without the page scrolling past them.
Suspect, not reproduced: #1290 (merged as d652de28 today) adds the product line at the end of every dashboard page (§16.13). A footer below a full-height chat pane would push it past the window edge. Check that first. Other candidates: #1271 (phone row on Chats), #1229 (maintenance banner).
Done when:
- a repro on main (with the cause present, the chat overflows; without it, it doesn't), named in the PR;
- a fix that keeps the product line (§16.13), for example inside the scroll area or under the composer, without breaking the full-height layout;
- desktop and phone widths checked, with screenshots in the PR;
- make smoke with LANGUAGE=en_US.

Lotse (lotse) ·
Scope addition from the owner: the chat list column (the column with the pinned chats, /chats left pane) should also end at the bottom edge of the window, each pane scrolling on its own. Both panes in the same fix.

Second scope addition from the owner: in the chat composer, the 'Sending…' status currently appears below the 'Attach files' button and pushes everything up. Place it inline instead, to the right of the meat-proxy icon in the same row, so nothing shifts while a message is sent. Same PR, with a before and after screenshot.
