With setup in the resume packet (§5.2, §6.21) a block Setup waits follows the Check in block (or stands where it would): one line per setup card, <title> (<id>, <status>), plus held by <holder> when the card is claimed. A hint, not a gate: the CLI refuses nothing. Keep the Why block (tsk-zxv1hg9nf05v, PR392) comes after it. Fixture mock, tests, README; context/ entry only if a decision is involved (rule 10). Stacked on #392.
