Follow-up to the hub's instance mentions (E, #382, in review): a stored mention may carry instance, and its text is @handle#<id> or @owner/handle#<id>. web/js/dom.js withMentions accepts only '@' + handle or '@' + name, so such a mention renders as plain text. Accept the suffixed forms (link to the member as today; the instance may be shown in the title), make the picker (mentions.js TYPED) and the private-chat hint (chat.js MENTIONED) tolerate the suffix, smoke cases with a stored instance mention.
